NAHB Builder Confidence Reaches New Historic Low at 16

A report from Wells Fargo and the National Association of Home
Builders (NAHB)
suggests that homebuilders were even more
pessimistic in July as the housing market index fell two points to 16,
creating a new historic low in the 22-year index.

Monday’s Events: Lehman, Cnd New Vehicle Sales, Empire Mfg Index, Fed’s Bernanke

Earnings from Lehman Brothers will kick off the day followed by
Canadian motor vehicle sales and the Empire Fed’s manufacturing index.
Markets will also be paying attention to U.S. TIC flows, comments from
Fed Chairman Ben Bernanke and Richmond Fed President Jeffrey Lacker
(voter) followed by the NAHB’s housing market index.

NAHB Green Building Legislation Offers Incentives to Lenders

Jerry Howard, NAHB executive vice president and CEO testified before a
House Financial Services Committee hearing on H.R. 6078,
the Green Resources for Energy Efficient Neighborhood Act (or the
GREEN Act
) of 2008.

The GREEN Act, sponsored by Rep. Ed Perlmutter, (D-CO) provides
incentives to lenders to provide lower interest loans
and other benefits to consumers who build, buy, or remodel their homes or
businesses to improve energy efficiency.

In addition the law would require Fannie Mae and Freddie Mac to
